OYBL Rules & Regulations
FACILITY USE
The OYBL is extremely fortunate that the Oregon School District is willing to allow the league to use its facilities. On any given day during the season, the OYBL relies on the OSD to provide space for 500+ players in 5 buildings and 10 gyms. The only thing the district asks in return is that we properly use and care for the gyms, public areas, equipment and surrounding facilities.In order to keep our commitment to the OSD and its stakeholders, It is extremely important that everyone associated with the league adhere to the following facility use guidelines.
STANDARDS OF CONDUCT
The OYBL also has developed and published proper standards of conduct for coaches, players and spectators. The league expects everyone participating in and attending OYBL activities follow these basic standards of conduct.
RULES OF PLAY
There are several changes that took effect last year that impact ALL grade levels so please aquaint yourself with the rules prior to your first practice and review them before each game. Among the changes included are timing provisions (20 minute halves instead of quarters), new substitution rules, new infraction rules, and the new "foul-out" rules for 5th and 6th graders. Coaches should pay particular attention to the help-defense rules. We realize that help-defense, an important part of the game, can be confusing for young players. While we want to encourage coaches to teach the important skills and awareness associated with helping protect the goal, it is equally important to honor the spirit of the rule which intends to prevent the use of a general zone defense. The elimination of zone defense is critical to preserving the integrity of the game at the youth recreational level, especially when it is comprised of young players with a diversity of offensive skills.
